It is the owners' turn beginning this weekend in Orlando.</p>
<p> The sides have negotiated often over the last year about what is required to create a new labor agreement, one that will ensure football beyond the 2010 season. These annual meetings give both the occasion to learn privately where they stand and crystallize strategies.</p>
<p> Here is what the players want the owners to conclude by the time their sessions end on Wednesday: If owners agreed to open their financial books, a new long-term labor agreement could likely be reached before the September season kickoff.</p>
<p> The chance owners will agree to that in Orlando? Zero.</p>
<p> Without it, the way players view chances of a looming 2011 lockout? Infinitely.</p>
<p> "The owners tell us the business model of the <a href="http://nfl.fanhouse.com/">NFL</a> is broken," said an NFL player who represented his team at the Hawaii meetings. "If your financial situation is that dire, what's the holdup in showing us? Owners say trust us. That's like buying a car without looking under the hood. These are the same guys who fight us tooth and nail for injury grievances, and we're just going to trust that they're hurting like they say? Show us the finances and we can get a deal done in days. That's the biggest hang-up. It sounds so simple. It has been hard to do."

<p>Frankly, it's a smart signing. Anderson isn't a lock-job franchise quarterback, of course, but he's had success in the past. That success was with the &lt;a href=&quot;http://nfl.fanhouse.com/team/cleveland-<a href="http://www.nflshops.co.uk/jerseys-uk/cleveland-browns/">Browns</a>"&gt;<a href="http://www.nflshops.co.uk/jerseys-uk/cleveland-browns/">Browns</a></a>, who are a much worse team, at least in terms of offensive weapons, than the Cards. </p>
<p>And with Leinart being a total question mark at this point, Anderson provides a somewhat tenuous (albeit lightly dusted with upside) safety net and, hopefully for Ken Wisenhunt, some motivation for the former first-rounder to finally live up to expectations.

<p>Meaning that Anderson is 99% a Cardinal at this point, and frankly, it's a smart signing. Anderson isn't a lock-job franchise quarterback, of course, but he's had success in the past. <p>And with Leinart being a total question mark at this point, Anderson provides a somewhat tenuous (albeit lightly dusted with upside) safety net and, hopefully for Ken Wisenhunt, some motivation for the former first-rounder to finally live up to expectations.

<p> The <a href="http://nfl.fanhouse.com/">NFL</a>'s competition committee will submit what it's calling a "modified sudden death" proposal to owners at next week's league meetings in Orlando, and it 75 percent of the teams approve the new plan, overtime rules will be changed for next year's playoffs and <a href="http://nfl.fanhouse.com/superbowl">Super Bowl</a>. Under the proposed change, the team that possesses the ball first in overtime could still win the game on its first possession -- but only if it scores a touchdown. If the team that gets the ball first kicks a field goal on its first possession, it would then have to kick off, and the opposing team would get a chance to tie or win the game. If that team then kicks a field goal to tie the game, the format reverts to sudden death from that point.

<p>ESPN's Adam Schefter and Scout.com's Adam Caplan both reported that the <a href="http://www.nflshops.co.uk/jerseys-uk/philadelphia-eagles/">Eagles</a> have offered Bell $1.7 million with incentives that could push the contract above $2 million for 2010. <a href="http://profootball.scout.com/a.z?s=127&amp;p=9&amp;c=2&amp;cid=954537&amp;nid=4363987&amp;fhn=1">According to Caplan</a>, Bell would receive $500,000 of that in guaranteed money.
